Department of Land Reform and Rural Development Invites Applications for Risk Committee Leadership Roles
The Department of Land Reform and Rural Development (DLRRD) has announced exciting opportunities for seasoned professionals to serve on its Risk Management Committee. The department is seeking to appoint a Chairperson and three additional Risk Committee Members for a three-year contractual term based in Pretoria, Gauteng.
These strategic oversight roles are designed to strengthen governance, risk management, and compliance within the department, ensuring alignment with national legislation and best practice frameworks.
Chairperson of the Risk Management Committee

Remuneration: Hourly tariff as determined by the Auditor-General of South Africa (AGSA) in line with Treasury Regulation 20.2.3

Minimum Requirements
Applicants must hold a postgraduate qualification (NQF Level 8) in one of the following fields:
- Development Studies
- Risk Management
- Public Administration
- Information Technology
- Law
- Economics
- Social Science
- Rural Development
- Political Science
- MBA
The successful candidate must be an independent external Chairperson with extensive knowledge of public sector regulations and governance frameworks, including:
- Public Finance Management Act (PFMA)
- Treasury Regulations
- ISO 31000
- King IV Report on Corporate Governance
- Committee of Sponsoring Organizations of the Treadway Commission (COSO)
- Public Sector Risk Management Framework
Prior experience serving on a Risk Management or Audit Committee is mandatory. Applicants must demonstrate expertise in strategic planning, stakeholder relations, financial management, compliance, internal controls, anti-fraud and corruption measures, business continuity management, and ethics governance. Membership in a recognized professional body—preferably in risk management—and certification as a Risk Management Practitioner/Professional are required.
Key Responsibilities
The Chairperson will:
- Provide oversight on risk management frameworks, policies, and strategies
- Guide the integration of risk management into departmental planning and reporting
- Review and approve internal audit plans
- Advise on risk appetite, tolerance levels, and anti-fraud strategies
- Ensure compliance with legislative and governance frameworks
- Lead quarterly committee meetings and manage committee operations
- Report to the Accounting Officer and Executive Authority on risk management performance
- Promote ethical leadership and address conflicts of interest
The Chairperson will act as a liaison between the Risk Committee and the Accounting Officer, ensuring effective governance oversight and strategic direction.

Minimum Requirements
Applicants must possess a postgraduate qualification (NQF Level 8) in relevant disciplines such as Risk Management, Public Administration, Rural Development, Law, ICT, Economics, Political Science, Social Science, Development Studies, or MBA.
Candidates must demonstrate experience in oversight structures or advisory roles to an Accounting Officer, Board, or Executive Authority, along with a strong understanding of public sector governance frameworks.
Specialist Expertise Required
The department is particularly seeking professionals with expertise in:
- Rural Development:
Policy development, agronomy frameworks, land reform, international trade and investment strategies, and rural development programming. - Information and Communication Technology (ICT):
ICT policy development, digital spectrum governance, international ICT trade and investment, and e-rural development strategies. - Law:
Admitted attorneys with experience in land reform, tenure law, rural development legislation, and corporate governance advisory.
Core Responsibilities
The Risk Committee Members will:
- Support the department in fulfilling responsibilities under the PFMA and Treasury Regulations
- Ensure effective financial, risk management, governance, and internal control systems
- Monitor compliance with legislation and ethical standards
- Review risk management effectiveness and recommend improvements
- Participate in at least four committee meetings annually
Members will operate in accordance with the department’s approved Risk Committee Charter and contribute to strengthening accountability and transparency.
